RCA exists to communicate with land<br>developers, City of Vernon administration, and to foster community spirit and pride<br>through initiatives such as social gatherings, charitable causes, and welcoming and<br>safety programs.<br><br>Membership in The Rise Community Association (RCA) is restricted to properties which<br>have Bella Vista Services Ltd rent charge on title (Phase 1 of the Rise). The BVSL rent<br>charge (Currently $147 per month including taxes) ensures the sidewalks are cleared of<br>snow during the winter season, and the individual homeowner yards and boulevard<br>landscaping is maintained the rest of the year. RCA Membership is voluntary, and fees<br>are currently $30 per year.
